Coordinating space needs, existing facility capacities, site characteristics and financial resources, the plan includs City Hall, Council Chambers, Police Department, Justice Department and Public Safety Facility.
The merit of the design is its essentially non building character where vital city services are integrated into a park like plaza setting. Two of the most distinguished city's architectural treatures are drawn into the composition. The rich architectural vocabulary of the city is maintained through the use of existing motives, materials and color.
